A Guide to the 2023 USPS Postal Promotions & Incentives

Each year, the United States Postal Service introduces their new promotions and incentives for businesses who utilize various selections of mail, cards, and flats. These promotions help cut a percentage of costs for specific categories of mail, and the savings really add up! 1. Tactile, Sensory and Interactive Mail – Piece Engagement Promotion

  • The TSI promotion encourages marketers to incorporate innovative techniques and treatments on their mailpieces in order to drive their customer engagement and response rates. There are four featured categories in this promotion, and they must be used on the outside of the Outer Envelope. 
    • Specialty Inks
    • Specialty Paper
    • Interactive Elements
    • Scents
  • Promotion Period: February 1, 2023-July 31, 2023
  • Registration: Starts December 15, 2022
  • Discount: 5% of eligible postage
  • Eligible Mail: 
    • USPS Marketing Mail Ⓡ letters and flats
    • First-Class Mail Ⓡ letters, cards, and flats. 

2. Emerging & Advanced Technology (Now Including Mobile Shopping)

  • Promotion allows for a discount for mail that uses technology to enhance mail. This includes: Augmented Reality, Virtual Reality, Mixed Reality. While Mobile Shopping has been a separate promotion, this year it is being combined with the Emerging Technology promotion. 
  • Promotion Period: May 1, 2023-November 30, 2023
  • Registration: Starts March 15, 2023
  • Discount: Upfront 3-4% of eligible postage
  • Eligible Mail: 
    • First-Class Mail Ⓡ presort and automation letters, cards, and flats
    • USPS Marketing Mail Ⓡ letters and flats, Nonprofit Marketing Mail letters and flats. 

3. Earned Value Promotion

  • Provides a discount to eligible mailers who send Business Reply Mail (BRM) and Courtesy Reply Mail (CRM) enclosures. 
  • Promotion Period: July 1, 2023-December 31, 2023
  • Registration: May 15, 2023
  • Earned values = $0.02 per BRM, CRM, and Share Mail pieces (certain rules apply)
  • Expiration Date for Credits:
  • Eligible Mail: Business Reply Mail and Courtesy Reply Mail

4. Personalized Color Transpromo Promotion

  • For eligible mailers, producing bills and statements that use personalized color transformational messaging will provide an upfront postage discount. 
  • Promotion Period: July 1, 2023-December 31, 2023
  • Registration: Starts May 15, 2023
  • Discount: 3% of eligible postage (With mailpieces including a Business Reply or Courtesy Reply receiving a 4% discount). 
  • Eligible Mail: First-Class Mail Ⓡ commercial letters that are part of an IMbⓇ Full-Service mailing Periodicals, Bound Printed Matter, Media Mail, First-Class Mail cards and flats.
